This Weather Shield  operator has a solid housing and is used with a folding handle. 

The replacement is a new style Ellipse operator with a plastic cover that fits over it.

Weather Shield Operators came in White, Goldtone, Adobe, Bright Brass, Oil Rubbed Bronze, Brushed Nickel and Brushed Chrome.
